[Retroactive] Flow Chat and Notification delays

From 08:50 to 09:30 PDT our notifications and chat infrastructure experienced an abnormal number of errors, which caused delays in delivery of notifications and caused Flow Chat to become inaccessible. Our team was notified automatically and quickly worked to identify the root cause and restore access. We have prioritized work to harden our notifications infrastructure to prevent this type of failure from happening again. We apologize for any inconvenience this interruption may have caused.
